NYSIIS | CIR Registries

There are two registries that maintain immunization data for New York State: New York State Immunization Information System (NYSIIS) and Citywide Immunization Registry (CIR).

New York State Immunization Registries

Public Health Law 2164 Section 66-1.2 Statewide Immunization Information System
Schools are permitted read-only access to NYSIIS and CIR. Read-only access allows the user to view records of only those children under their administrative responsibility and to compile reports based on data aggregated from those records. Schools may access NYSIIS or CIR data for verifying immunization history for students entering or registered in that school or school system or may run school-specific reports that aggregate available data. Access will be limited to data for registrants enrolling or already enrolled in a particular school or school system.

NYSIIS

New York State Immunization Information System (NYSIIS)
A web-based statewide immunization information system, also known as a registry, maintains computerized immunization data of persons of all ages in a confidential and secure manner. Article 21, Title 6, of Public Health Law 2168 mandates the creation of a statewide immunization registry for New York State (NYS) providers, outside the five boroughs of New York City (NYC).

The law mandates that all current immunizations administered to children less than 19 years of age, along with their histories, must be entered into NYSIIS within 14 days of administration. A NYSIIS record is acceptable proof of immunization status. School nurses may access NYSIIS to look up immunization records for students once they complete the training webinar.

NYSIIS is exempt from the HIPAA Privacy Rule. Under HIPAA, covered entities are permitted to report information to public health authorities and HIPAA does not supersede state law in this respect.

CIR

Citywide Immunization Registry (CIR) 
The web-based immunization record system for NYC. NYC Health Code requires providers to report immunizations given to all people under 19 years of age. A CIR record is acceptable proof of immunization status. Schools, child care centers, camps may sign up for Online Registry Read-Only access to view immunization records reported to the CIR.

The City Health code section 11.07 and New York State Public Health Law 2168 require that all health care providers who order the administration of an immunization for any individual aged 18 years old and younger in New York City must report the immunizations administered within 14 days to the Registry (CIR).
