Managing Emergency Health Care and Communicable Diseases in the School Setting (NYSED 11/2023)
This guideline provides local educational agencies with a framework for establishing a health services program that provides the services and information required under New York State Education Law Article 19. It contains information on Standard Precautions, Exposure Control Plans and bloodborne pathogen training designed to reduce the risk of transmission of bloodborne and other pathogens from both recognized and unrecognized sources.

Guidelines for Medication Management in Schools (NYSED 10/22)
This guideline provides a framework for developing policies and procedures for medication administration in public and non-public schools as defined in state law and regulation including information on safe disposal of needles/syringes, bloodborne pathogens and other biohazard materials.

The above guideline provides the following definition of an Exposure Control Plan:
Exposure Control Plan - Written policy for protecting employees from bloodborne pathogens exposures, as required by the Occupational Safety and Health Administration (OSHA) for any employer who employs one or more employees, and the Public Employees Safety and Health (PESH) at the NYS Department of Labor for public employers. An Exposure Control Plan is the focal point of any bloodborne pathogens exposure prevention program. It details in writing a plan for reducing exposures to blood and explains what steps to take if an exposure occurs. The plan specifies all steps to be taken in the school facility to limit exposure of employees.

Bloodborne Pathogens in Classrooms (NYSED 4/2025)
This memo reminds schools that Standard Precautions are infection control measures and should always be practiced when handling blood or body fluids or materials.
